A major component of Eurasia Partnership Foundation’s grant making is to develop the governance and management capacity of local civil society organizations to the highest international standards. In the fifteen years that EPF (previously as Eurasia Foundation’s Georgia office) has been working in Georgia, the Foundation has seen great successes in these activities.
Founded in 2001, the union Saphari rehabilitates victims of family violence and conducts public awareness campaigns. Since 2004, EPF has supported the organization with four grants. Through EPF funding, Saphari has implemented projects aimed at curbing domestic violence (including providing aid to the victims of domestic violence), raising public awareness about domestic violence, training policemen and social workers in addressing domestic violence incidents, and lobbying for implementation of the Georgian Law against Domestic Violence.
At the beginning of its cooperation with Saphari, EPF provided several individual consultations for Saphari staff and conducted site visits to assist the organization in completing program and financial reports. As in all of EPF’s grant-making, the Foundation worked with Saphari in articulating realistic goals, activities, and outcomes.
Additionally, EPF’S support to the organization has enabled Saphari to improve its ability to obtain and implement grants. On this point, Natalia Zazashvili, chair of Saphari, acknowledges the value of EPF’s support to the organization: “As a result of funding from EPF, Saphari has grown organizationally and significantly improved its management. Saphari now has a solid organizational structure with a central office and regional representations that have a clear system of coordination of ongoing activities.” Since EPF’s support, Saphari also has increased their donor base, including receiving grants from the Heinrich Böll Foundation and the Embassy of Switzerland.
Currently, Saphari is preparing an implementation action plan for the Law against Domestic Violence. Thanks to its growing authority, Saphari has become co-founder of the Georgian Association of Psycho-trauma and is working on creating a Human Rights House in Georgia in partnership with other NGOs.
